JOB SUMMARY

The Leader of  Local Facility Management (LFM) Senior Strategic Sourcing Manager  is responsible for end-to-end delivery of successful supply chain solutions for GWS LFM clients, including Bid, Transition and Operation initiatives as well as developing supply chain strategies and manging sourcing operations to meet CBRE and Client objectives for customer satisfaction, annual cost reductions, quality and innovation. To serve as a Supply Chain Subject Matter Expert providing leadership and executing Sourcing operations in support of the local, regional, national LFM organization & accounts to most efficiently and effectively meet client needs.

 

PRINCIPAL DUTIES:
 

  • Create winning, bespoke proposals that leverage the best of CBRE’s supply chain and category management practice;
    • Review client RFPs including spend, scope, and SLA information
    • Work to understand client objectives and CBRE differentiators within the competitive environment
    • Bring forth the most applicable and compelling aspects of GWS SCM programs
    • Collaborate to develop a comprehensive supply chain strategy for the client, including sourced categories, category strategies, savings commitments, service improvement ideas, and transition/implementation plan
    • Vet plans and proposals with operational, sales, transition, and commercial leaders
    • Work within CBRE proprietary pricing processes and tools
    • Communicate the supply chain solution in a compelling manner via written proposal materials, Q&A responses, and presentations
  • Develop achievable yet competitive financial and service commitments, and own the plan to meet them;
    • As LFM moves through the sales process, incorporate additional information to refine plans
    • Work with strategic suppliers and vendor partners to solidify their cost and quality commitments
    • Support LFM negotiating team in contract scope reviews, KPI finalization, and commercial negotiations
    • Refine and improve the transition plan
    • Work to pre-identify required resources; mitigate transition risk
  • Smoothly transition client accounts into a new supply chain and position the go-forward operations team for success
    • Own inputs of critical steps, timing, and resource requirements into the overall account transition plan
    • Participate fully in the transition governance and START process
    • Own critical aspects of the 90-180 day transition:
    • Vendor on-boarding
    • New supply chain set-up and implementation
    • Recruiting and hiring account-dedicated sourcing team
    • Critical RFPs and decision-making
    • Implementation of contract administration technology
    • Year 1 Savings Road Map for sourced spend areas
    • Day One stabilization and risk mitigation
    • Manage platform and variable (consultant) staff brought in to support peak transition workload
    • Hand-off to the dedicated team
    • Multi-year savings plan
    • Identification of risks and opportunities
    • Training (as needed)
  • Develops supply chain strategies and manage sourcing operations to meet CBRE and Client objectives for customer satisfaction, annual cost reductions, quality, and innovation
  • Develop, plan, organize and implement national/regional contracting and procurement strategies and programs to increase operational efficiency and profitability.
  • Manage the supplier/contractor certification process including review of requisite experience, legal and organizational structure, financial viability, geographic coverage, insurance requirements and other capabilities.
  • Prepare and maintain contracts with national/regional service providers in accordance with company standards.
  • Manage supplier performance to meet Client requirements and maintain high customer satisfaction
  • Identify Strategic / Preferred / Local suppliers to meet client needs and manage relationships accordingly
  • Manage programs to better leverage CBRE’s supply base and consolidate suppliers as needed
  • Leverage category management experts to support Divisional needs
  • Implement Supplier Quality & Development (SQD) practices within the Division
  • Implement CBRE strategic and preferred supplier programs
  • Ensure successful transitions and start-up of new accounts
  • Ensure successful participation of suppliers in CBRE screening program
  • Other duties as assigned.
 
REQUIREMENTS & CAPABILITIES:
  • Demonstrated capability to develop sourcing solutions, pricing and savings plans for the in-scope services.
  • A track record of balanced business management that combines competitive/aggressive savings goals with realistic and risk-mitigated plans that deliver on-time and on-budget.
  • The candidate will have working knowledge of facility management products and services including maintenance, janitorial, grounds, mail room services, food services, waste management, etc.   
  • The successful candidate will be an excellent listener and collaborator who can align the directions, goals, and demands of (a) clients, (b) our sales team, and (c) our market-leading category managers and sourcing leadership.
  • Importantly, the successful individual will also be a strong writer, good cost analyst, and capable presenter who can articulate their solutions and services to our clients and teams.
  • Proven ability to effectively manage in a matrix organization with the ability to influence up, down, and across the organization
  • Strong negotiation skills
  • Contract law knowledge and working experience of supplier T&Cs preferred
  • Client / Customer facing skills desired + experience with business development
  • Excellent communication skills.  Ability to develop and present compelling business cases to CBRE client senior leadership.
  • Proven track record to execute and deliver results
  • Strong business acumen
  • Certification in APICS and/or CPM preferred or equivalent supply chain management experience.
  • Travel 25-35%

EDUCATION and EXPERIENCE
Bachelor's Degree (BA/BS) required. MBA Preferred. Eight or more years’ experience in strategic sourcing, vendor management, outsourcing, consulting, program management, transitions, service quality improvements or other related experience.
Aptitude in working with international colleagues and suppliers to coordinate and execute global strategies within a dynamic team environment. Demonstrated experience with service providers, multi-year contract management and playing key governance roles with outsourced providers.


CERTIFICATES and/or LICENSES
Certified Outsourcing Professional (COP) Certification preferred. Lean Six Sigma Certification preferred; Certified Purchasing Manager or Certified Professional in Supply Management desired.

FINANCIAL KNOWLEDGE
Requires working knowledge of financial terms and principles. Able to evaluate complex business or financial data, identify cost trends and drivers and supplier profitability to develop innovative solutions and sourcing strategy. Approves and oversees costs managed globally related to service provider(s). Conducts financial/business analysis including the preparation of reports (e.g. spend analysis, budgeting, and forecasting).

Ability to quickly understand and exploit changes in the industry or solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategies to mitigate risk, provide effective solutions for several constituents across lines of business and geographies and create new opportunities for competitive advantage. OTHER SKILLS and/or ABILITIES
Advanced skills in Microsoft Office Suite Products and Internet navigation. Experience in working with and managing e-procurement and contracts management platforms. Strong interpersonal and organizational skills with ability to manage multiple projects simultaneously.
Aptitude in working with international colleagues and suppliers to coordinate and execute global strategies within a dynamic team environment.

Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve targeted results. Develops, recommends, and implements outsourcing programs and procedures. Responsible for setting project deadlines, and contract and/or governance objectives. Errors in judgment may cause long-term impact to line of business and/or overall company.
Strong focus on developing strategic plans and roadmaps for large organizations. Must be able to create tactical project plans for execution once strategies are approved by senior leadership.
